The Sale by Levy and Harish Boodhoo saga in Mauritius is being the topic of discussion in every corner of the country. This post has been lying in my drafts since Wednesday due to a busy week of assignments. It’s really time to make things clear to those who know the Sale by Levy facts, to those who know part of the issue and also to those who know nonsense of it.
Recap! We all heard about the Sale by Levy victims. Whether genuine victims or made-victims they are victims. Sale by Levy victims are those who got their house or everything seized by the court for not being able to pay their debt. Reasons? Many says because they had unexpected situations that came up in life and many other says that they are the only responsible for their fate!
Forget this issue for the time being and lets assume the constant variable that says that the Government had reserved a fubnd of Rs 100 000 000 to help certain of the victims. So finally when the actual government has decided to pay, they have paid only to a certain amount of the victims while leaving out the others without any compensation. The reason mentioned is that they do not qualify against the criteria that the government has decided to get a compensation. Point noted, Harish Boodhoo and Salim Muthy, the president of the Sale by Levy victims association made a request to the government to reconsider their cases.
The request was rejected and re-rejected. And as such the group decided to go for a strike on Monday 20th April 2009 in Port Louis!
Harish Boodhoo made an official request to the Police Comissioner to ask for the permission for the “legal demonstration” on Monday. His request was accepted and he was given the permission to start his “manif” at 17:30 Monday 20th April 2009. However they started the demonstation well before the time allowed, at about 15:00. The police had to push them away and as such revolted and with the pain of being on hunger strike since so many days, the victims group walked the street to the Supreme Court and everyone started to lie down on the road as a sign of revolt that they government is just treating them like slum people!
The police of “the government” had to arrest them for illegal demonstration on the road and they were also blocking the way. These people who were arrested were already on a 5 days hunger strike which started on 15th of April 2009. Harish Boodhoo and other victims were arrested, their kids who were also participating in the hunger strike were taken away by the CDU of Mauritius. Point: It was utmost stupidity and cruel to make kids participate in this hunger strike on the part of the victims!!
The victims were released on bail the next day by their leader Harish Boodhoo refused to pay the bail of Rs1000 claiming that he did not do anything illegal and bad and that he was arrested illegally! So he will never pay a bail and even refused that Raffick Goolfee paid his bail! Harish Boodhoo is know to be a cardiac patient and of old age. Today 25th of April, Harish Boodhoo is already on a 11 day hunger strike and has been admitted to the hospital yesterday morning and returned back to jail the afternoon.
Now we come to the facts!
Now before I get to the real issue of the REQUEST, we gonna have a look at the real stories behind the two main actors of the hunger strike, Harish Boodhoo and Salim Muthy.
Who is Salim Muthy?
As reported by the famous Le Matinal Samedi Plus, today morning, here are some information about the leader of the Sale by Levy Association Salim Muthy.
In 1999, one brother of Salim Muthy took a loan to buy a machine for his bakery. His house was on hold for this loan. On the delivery of teh machine, drugs were found in it by the custom officers. There was a whole case and the machine was seized. So he could not use it to run his bakery and was not able to really pay back the loan.
His house was then seized too as he could not repay the bank and as such the sale by levy actor came in. However even after being seized, Salim Muthy negotiated a deal with the new owner so that he can buy the house back for Rs 500000. He paid 25% of the sum and was later incapable of paying the remaining 75% of the Rs500000!
The house went on sale by levy again and he was now faced with the new owner. He lost the house again in sale by levy and as such joined the Sale by Levy victims group.
Who is Harish Boodhoo?
Now lets have some informationm about Harish Boodhoo for those who still live in a world where the newspapers does not exist! (Archive is of great help at times!)
17 dec 1976 – Boodhoo started to write articles in Advance newspaper and support the father of the nation SSR. Today he is against Navin Ramgoolam, the son of SSR.
Harish Boodhoo entered into active politics and stood under the MLP for the 1976 general election in Mauritius. He was elecetd in riviere des anguiless.
However some time later he went against SSR’s maladministration. He then formed the “Trio des Contestaires” with Beedassy and Gungosing in the parliament and voices out against illegal practices in SSR’s government and he was expelled.
He formed the Parti Socialist Mauricien and in 1980 he made alliance with MMM. However in 1982 there was conflicts again as there was “wrong things” in MMM government’s too! The conflict lasted till the year 2000!
Harish Boodhoo also set up the All Mauritius Hindu Conference Sabha and founded the newspaper Sunday vani.
Today many are saying that Harish Boodhoo is only helping the victims to re-enter politics! How far is this true? And how far is the logic behind those who claimed it really logical or nonsense? And also how far is the nonsense level of those who just critisize this claimed assumption without any analysis?
The Sale By Levy in Mauritius Questions!
The minister of finance Rama Sithanen has accepted to pay a compensation only to a few of thevictims. The main problem is the why! Why is Sithanen not publishing the list of those who got the compensation? What is there to hide? The government usually make giant advertisement when it gives money or small houses to poor people… big shows are seen on TV (MBC TV). Ministers make speeches and “movies” on TV on such occasions. So where in THIS case does the concept of confidentiality come in play? What is there so confidentian to not make public the list?!
The hunger strike ended today morning (25th April 2009) after an 11 day hunger strike. Harish Boodhoo is however still going on for the strike in jail and do not want to pay the bail. He want to be realeased without any bail as he says he is not guilty for doing a public demonstration.
The Prime Minister is frank: “Mo pann dir Harish Boodhoo fer la greve. Pa pou ena oken negociation!”
Translated: The prime minister said that he didnt ask Boodhoo to go for hunger strike and he will NOT do any negotiation!
Salim Muthy is a victim because of a drug case. We don’t know whether he is guilty really or was “INSTALLED”. Among these victims, taking Salim Muthy apart, how can we MAURITIANS be sure that there are no genuine cases left!??! Thats the real question! How can we be sure that in the list of those who got paid, there are not only the FAV OF THE GOV.
Priscus talked about this issue when the victims were sent to jail. I have seen that many are stating a single point claiming that why people take loans when they know they cannot pay. So lets accept that for the case of Salim Muthy he is really not a genuine case, but how many of the others are not too?! And what are the criterias that the government used to allocated the 100 MILLIONS rupee fund? Things are really dull and I think Mauritians got the right to know who are using theit money and where! This is TAX PAYERS money! Your reactions and opinion and even suggestions are much welcomed.
27 April 2009: Harish Boodhoo is released by the Supreme Court under humanitarian ground. Harish Boodhoo stop his hunger strike and says that this is a first win on a very long road to go. He also talked about 2 way justice in Mauritius and that the police force is of State Police Minsets!

concerning sale by levy i think the first error these people did was yto take loan that they cant repay back. and they didnot understand the bank condition they just sign the papers . before signing any document people should read it well or show this to an attorney to know what they are agreeing to

i would like to point out something.
Harish Boodhoo (HB) is continuing this hunger strike in jail, he has been taken to the hospital and i think he has been administered serum injections, however being a cardiac and diabetes patient, so how many more days will he survive? Raffick Gulfee who is this guy? A political agent, Alliance Social I suppose. Who will lose if ever HB dies? The government! as HB is a public figure and this such situation, a “Kaya chaos” like may happen again, so that the best strategy to adopt, and no need to guess who is the strategist behind it?

No one is forcing HB to do the hunger strike + he is not fighting for a real cause. Why doesnt he fight against people who rape / sell kids? This is a real cause. Why doesnt he ask government money to create orphanage for kids . why only one year before election he is helping those so called victims. This is not the only issue he made scandal of there was the voh issue as well.
I think HB no more has the charisma he used to had , with politicians decay even the father of the nation as a politician decay. This is a political terma.
There is no link between kaya chaos and Boodhoo because hb is not fighting for a real cause.
The world is going through a recession and this guy wanna spend tax payers money by blackmailin the government . There is a limit.
