Paypal India Reversed Personal Payments
Since yesterday, Paypal has placed a halt on all personal payments on India based paypal accounts. While reports originally had it that the halt was only on personal payment transactions, we also noticed that payments for services was also affected.

The news about Paypal hold in India created a real confusion among many Indian paypal account holders and it is also a fact that many NRI also uses India based Paypal accounts.
Some are saying that this sudden decision is due to a conflict between the RBI and paypal while others are saying that this step can be due to the high level of fraud accounts originating from India.
We really hope it is not the 2nd reason because if it is so, then this is a really ridiculous act from Paypal. It is like dropping a nuclear bomb on a country just because there are some members of the mafia in that country. (Just a sarcastic example depicting Paypal’s act).
For those who still can’t figure out what’s happening, then in simple words, Paypal has reversed all money transactions which occurred from 1st February 2010 to 5th February 2010. That is if an India PayPal account owner was paid between these days (and onward) for a work he did or even for personal payments, then Paypal “rip” (that’s a hard word right?) that money from the Indian’s account without even giving any notice before doing it and returned that money to the original sender.
Based on some reports, there are people who are also claiming that they already shipped goods but payment were reversed. On our side we also have an India based paypal account (Its fully verified and also a verified seller by the way) which is handled by one of our partners in India. We were surprised yesterday to find some advertising transactions and also payments to freelance developers which got reversed.
A recent payment to an Indian developer for a side maintainance got reversed and we are now having to pay the guy via moneybookers.com – You can already imagine the amount of people affected by the decision of Paypal.
Let’s wait and see. That’s all that remains.

I tried to withdraw the money to my account, but in vain.
I have another doubt.
I use Maestro Credit card.
Can i use this to link it with my Paypal account ?

As far as I know Maestro is an ATM debit card right? Normally only credit cards such as Mastercard, Visa and American Exp are allowed. To verify your paypal you need a real credit card associated with your monthly payslip. – You can also use a Payoneer card to verify your paypal acc but you will not be able to withdraw money to it. Only the inverse is possible with Payoneer cards.

Wow…. you can use http://www.alertpay.com for receiving payments. I heard they are working towards India a bit more. As well, you can withdraw to your credit card with them.

PayPal has robbed me of 6 of my recent payments on 5th and 7th Feb. They amount to $1,085. Of which 3 of the payments (total $226) I have been able to recover, as the clients were good enough. The rest is for work that has been delivered. Now, however nice clients are, they do not show the urge to pay once they have received the service. So I am worried about the remaining 3 payments.
My questions to PayPal are:
1. How much old payments are going to be reversed (which date)? The payments that were reversed till now came to me between 2 and 6 Feb. Are they going to reverse older payments? There are so many!
2. Do we need to change our online shopping cart settings now? I have shopping cart in three of my websites : http://www.writer4me.com, http://www.portraitnpainting.com and http://www.online-teaching4u.com. I use Virtuemart shopping cart (for Joomla). Do I need to change any shopping cart setting now that payments must come as payments for “goods”? If so, what?
3. Why were we not informed 15 days in advance? Who gave the permission to paypal to touch my money? I discover with horror one morning that my account balance is fast disappearing. WHY did PayPal do such a horrendous thing that amounts to no less than scam? They have robbed my account balance without taking my permission. Will such a thing ever be expected of a bank? What will be the reputation of a bank that reduces the account balance without prior permission or information? Will PayPal take the responsibility of re-collecting the amount that was reversed, and that I lost? Why would PayPal not be made to compensate this amount, since I have provided this service already?
4. I had withdrawn $700 from PayPal on 4 Feb, which was cancelled by PayPal on 5 Feb. Why would a legitimate withdrawal be cancelled? I had withdrawn on 1 Feb also, which has not yet reached my bank account today, on Feb 6th. Come on, what is happening?
This is no less than a financial scam involving the money of thousands of users. We have lost our money for using PayPal. PayPal should be taken to court for playing havoc with our hard earned money! And I am going to do so.
On behalf of the service providers of Eastern India, I have complained about this PayPal financial scam, in which thousands of us have lost thousands of dollars, to the Commissioner of Police, Kolkata; Shri Goutam Mohan Chakraborty. His email is: cp@kolkatapolice.gov.in. Please mail your complain if you have been scammed & robbed by PayPal. I am also going to release a press release about this and reach out to all national media tonight. We have been scammed by PayPal.

@Pinaki Ghosh, Good move. As for payment setting, as far as I know, services payments should not have been affected. But the “idiots” at Paypal does not differentiate between these two I guess.
For now, maybe you need not change any cart setting. But still it’s better to wait for an answer. Check the mp3 record a reader (Mahesh) has sent. They are saying that things will be fine by Thursday.

What is the best way to get the money earned online ??

@Anuj, The problem with alternatives of Paypal, that is alertpay or moneybookers, is that many people still do not use them. Since most advertising companies are US based, many still have a preference for Paypal.
But if you can get payment with alternatives to paypal, then Payoneer is ok, Moneybookers too.
In Paypal you can shop even without linking a CC but it depends. Some sellers require that you attach a CC.

I did not quite face this yet. I have a signficant amount in my Indian PayPal account which is yet to be transferred to my bank account. I was not going to withdraw it unless the USD vs INR conversion worked well for me. Not sure if it’s risky to keep it there?
Btw, I noticed that your blog has tremendous traffic now for the past three-four months. Awesome man! Keep up good work!! (Not getting time of late to update blog regularly or visit other blogs)

– For the paypal if it was funds that were paid before February 1st you don’t have to worry (well…till now.. as I don’t trust Paypal anymore). Also if these were paid and mentioned as Goods then no worry.

No! Don’t do that. This is actually where many got problem in the recent days. Many indians requested withdrawal to their bank acc and finally its been 8 to 9 days and they are still waiting. The banks are saying they didn’t get any fund from paypal and on Paypal it says that the withdrawal is in progress.
So better stay safe and keep the funds on your paypal for now until a solution is found.

My suggestion is to avoid paypal now and for ever. they are not for use anymore. total fake. Their system is crashed. They back my failed amount in paypal again but cut $50. which is no-sense. So I recommend direct wire transfer or Moneybookers .

My only question is.. (and i have been desperately trying to find an answer).
If RBI has Problem with Paypal… why is it not affecting Money Booker or Pioneer.. or any other Online payment System.
And i also wanna know .. Is Bank withdrawals possible in Money Booker (Like Paypal).
I had never thought of an alternative to Paypal Before.. and suddenly today I’m stuck by Double Bolts of Thunder.
Paypal Better get a Resolve for the Situation soon.. That will make my life way Easier.
